15. Memorial dr. Milana Vidmarja 2003

V spomin na velemojstra dr. Milana Vidmarja prireja Šahovska zveza Slovenije XV. mednarodni velemojstrski šahovski turnir od 17. do 26. avgusta 2003 v Termah Zreče.

Otvoritev turnirja bo 18. avgusta 2003 ob 14.45 uri v igralni dvorani.

Sprejem udeležencev turnirja in žrebanje bo 17. avgusta 2003 ob 20.00 uri v igralnih prostorih Term Zreče.

Igra se 90 min +30 sek/potezo.

Glavni sodnik tekmovanja je Aleš Drinovec, mednarodni šahovski sodnik. Njegov pomočnik je velemojster Georg Mohr.

Odločitev sodnika je dokončna. Pisni ugovor zoper sodniško odločitev je možno vložiti eno uro po končani partiji na turnirski odbor. Turnirski odbor mora sprejeti svojo odločitev pred začetkom naslednjega kola, vendar najpozneje v 24 urah po vložitvi ugovora. Odločitev turnirskega odbora je dokončna.

Turnirski odbor sestavljajo trije člani in dva namestnika in sicer: Boris Kutin – predsednik ECU, kot predsednik, Milan Kneževič, kot predstavnik organizacijskega odbora in Aleksandr Beliavsky – velemojster. Neposredno prizadeti igralec ne sodeluje pri delu turnirskega odbora ter ga v tem primeru zamenja namestnik. Namestnika sta Emil Sutovsky – velemojster in Adrian Mihalčišin – velemojster.

Partije načeloma ni možno preložiti, izjeme odobrava glavni sodnik. V primeru bolezni je dokončno mnenje turnirskega zdravnika – dežurnega zdravnika najbližjega zdravstvenega doma.

Nagrade (bruto v EUR):

Skupaj 8200: 3000, 2200, 1500, 1000, 500

V primeru delitve mest se nagrade delijo.

Povprečni rating turnirja je 2547 tako, da je turnir XII. kategorije po klasifikaciji FIDE.

Za dosego velemojstrske norme je potrebno doseči pet in pol (5,5 ) točke, za mednarodnega mojstra pa 4 točke (Jure Borišek in Luka Lenič na osnovi Rp 3.5 točk).

Za vse kar ni predvideno s tem pravilnikom se uporabljajo Pravila šaha FIDE sprejeta na kongresu FIDE v Istanbulu (veljavna od 1.7.2001) in smiselno drugi pravilniki FIDE.

Pred začetkom turnirja se udeleženci turnirja seznanijo s tem pravilnikom ter s podpisom potrdijo, da se z njim strinjajo. Turnirski pravilnik podpišejo tudi sodnik turnirja in člani turnirskega odbora.

15th Dr. Milan Vidmar Memorial Tournament 2003

The Chess Federation of Slovenia is organising the 15th international grandmaster chess tournament in honour of grandmaster Dr. Milan Vidmar from August 17-26, 2003 in Terme Zreče.

The opening ceremony of the Tournament will be held on 18 August 2003 at 2.45 p.m. in the playing hall .

The reception of the participants and drawing of lots will take place on 17 August 2003 at 8 p.m. at Terme Zreče in the playing venue.

Playing time is 90 min +30 sec/move.

The Chief Arbiter is Mr. Ales Drinovec, International Arbiter, his deputy is Mr. Georg Mohr, Grandmaster.

Decisions of the Arbiter are final. Player can address a written complaint to the Appeals Committee until one hour after each game. The Appeals Committee must reach his decision before next round, not later than 24 hours after the complaint has been made. The decision is final.

The Appeals Committee is composed of three members and two deputies, namely: Boris Kutin, ECU President – as a chairman, Milan Kneževič, Organizing Committee and Aleksandr Beliavsky – grandmaster.

The directly involved player does not serve on the Committee, in such case he is replaced by the deputy. Deputies are Emil Sutovsky - grandmaster and Adrian Mikhalchishin - grandmaster.

The game cannot be postponed, exceptions may be approved by the Chief Arbiter. In case of illness, the final decision is given by the Tournament Doctor - the Doctor on duty at the nearest Medical Centre.

The prizes are in total 8.200 EUR: 3.000, 2.200, 1.500, 1.000 and 500 EUR (tax included)

In the case of equal results the prize money shall be shared.

The average rating of the Tournament is 2547, which makes the tournament of the FIDE categoy XII. Five and half (5,5) points are needed for the Grandmaster norm and 4 for IM norm (Jure Borisk and Luka Lenic can acgieve IM norm by 3.5 points on Rp basis)

In all cases not provided by these regulations the official FIDE Laws of Chees admited at the FIDE Congress at Istambul (vaild from 07.01.2001) or other FIDE Rules will be applied adequately.

All participants confirm these regulations by signing them before the first round is commited. The Tournament Regulations are signed also by the Chief Arbiter and the members of the Appeals Committee.
