23. ŠAHOVSKEGA FESTIVALA BLED 2002

1. Tradicionalne mednarodne odprte šahovske turnirje za šahiste, šahistke, veterane in mladino prirejajo ŠZ Gorenjske in Občina Bled z namenom nadaljevati šahovsko tradicijo Bleda, prispevati k nadaljnjemu napredku in popularizaciji šahovske igre, pridobivanju mednarodnih izkušenj mladih slovenskih šahistov in šahistk ter popestritvi turistične ponudbe na Bledu.

2. Turnirji bodo v Športni dvorani na Bledu od 2.-10.7.2002.

3. Pravico nastopa na turnirjih imajo šahisti in šahistke, ki se prijavijo do začetka žrebanja in zamudniki po točki 7 tega pravilnika.

4. Turnirji se igrajo ločeno: Odprti turnir A za šahiste in šahistke s FIDE ratingom višjim od 2200 in mladince z ratingom 2100 ali več, Odprti turnir B za igralce in igralke z ratingom nižjim od 2300 točk, turnir za veterane (šahisti in šahistke nad 60 let starosti), VIP turnir za vabljene in turnir v pospešenem šahu.

5. Igra se po pravilih FIDE, 9 kol, švicarski sistem, dirigirana varianta po ratingu. Pari se določajo z računalnikom.

6. Otvoritev bo 2. julija 2002 ob 17.30 uri v igralni dvorani. Pred začetkom tekmovanja se objavi turnirski pravilnik na oglasni deski. Igralci potrdijo pravilnik z vpisom.

7. Morebitni zamudniki prvega kola se izjemoma uvrstijo na turnir, če so se pravočasno prijavili organizatorju in javijo, da v določenem kolu ne bodo mogli nastopiti.

8. Igralni čas je 90 min+30 sekund za vsako odigrano potezo na odprtih turnirjih in turnirju veteranov. Na VIP turnirju in turnirju v pospešenem šahu je igralni čas 10 min+10 sek/potezo.

7. kolo 8.7. ponedeljek od 18.00 - 22.00

8. kolo 9.7. torek od 18.00 - 22.00

9. kolo 10.7. sreda od 10.00 - 14.00

Pospešeni turnir se igra 6.7.2002 ob 10.00 uri, 9 kol, na 10 minut+10 sek/potezo in VIP turnir se začne 7.7.2002 ob 10.00 uri.

9. Oba originalna zapisa partije se po končani partiji obvezno oddata sodniku. Formularja odda zmagovalec, v primeru remija pa igralec z belimi figurami.

10. Preložitev partije ni možna. Igralec, ki neopravičeno izostane od kola, se smatra, da je odstopil s turnirja

11. NAGRADE (bruto znsek, akontacija dohodnine je 25%):

Open A: EUR (2.500, 1.900, 1.400, 1000, 800, 600, 500, 2x400, 3x300, 4x200, 4x150, 5x100), igralke, mladinci (do 18 let): 300/200/100, rating skupine do 2299, 2300-2399, 2400-2499: 200, 150, 100)

Open B: EUR (600, 500, 400, 2x300, 2x250, 3x200, 4x150, 6x100), igralke, mladinci (do 18 let): 150/100/50, rating skupine do 1599, 1600-1699, 1700-1799, 1800-1899, 1900-1999, 2000-2099: 100, 50) V vsaki skupini za posebne nagrade mora biti vsaj 12 igralcev. Nagrade se delijo po Hortovem sistemu

Turnir veteranov: 300, 200, 100, praktične nagrade.

VIP turnir: pokali in praktične nagrade.

Igralec prejme le višjo nagrado. Najnižje in posebne nagrade se ne delijo.

Organizator si pridržuje pravico zmanjšanja nagradnega sklada, če nastopi manj kot 200 udeležencev (na A, B in seniorji).

Zmagovalec turnirja je igralec, ki doseže največ točk. Pri enakem številu točk o boljši uvrstitvi odločajo naslednji kriteriji:

a) Medium Buchholz (MBuch)

b) Bucholz (Buch)

c) medsebojni rezultat (oz. rezultati)

12. V turnirskih prostorih je kajenje prepovedano.

13. Zaključek turnirja in podelitev nagrad bo 10 julija ob 16.00 uri na svečani prireditvi.

14. Glavni sodnik festivala je Aleš Drinovec, mednarodni šah. sodnik, Franc Poglajen, državni šah. sodnik (namestnik), pomočniki so: Ana Grobelšek državna šahovska sodnica, Pavel Petek, šahovski sodnik.

15. Turnirski odbor sestavljajo: predsednik: g. Vojin Perović, mednarodni šah. sodnik, člani: ______________, _____________________, _______________________, ______________________

16. Pismeno pritožbo s kavcijo 50 EUR (protivrednost v SIT) na sodnikovo odločitev lahko predloži prizadeti igralec turnirskemu odboru, najkasneje v 1 uri po končani seansi. Turnirski odbor mora odločati o zadevi do naslednjega kola. Kavcija se vrne, če je pritožba upravičena. Sklep turnirskega odbora je dokončen.

17. Vsak igralec dovoljuje organizatorju objavo partij v knjigah, časopisih, revijah in elektronskih medijih

18. Igralec sprejme ta pravilnik s sodelovanjem na turnirju.

19.Uporaba prenosnih telefonov v igralnem prostoru ni dovoljena. Kaznuje se z odvzemom 10 min časa za razmišljanje.

TOURNAMENT REGULATIONS OF THE

23rd Chess Festival Bled 2002

1. Traditional tournaments for chess players are organized by the Chess Federation of Gorenjska and Community of Bled to continue Chess tradition of Bled, to give a contribute to development and popularization of chess, to give an opportunity to young Slovenian chess players to take part in international tournaments and to variegate the tourist offer in Bled.

2. The tournaments are taking place in the Sport hall in Bled from 2-10 July 2002.

3. Players and women players can take part in the tournament if they fill a registration form until the end of the registration period, unless they register under condition in paragraph 7.

4. There are 5 Tournaments, which are played separate: Open A for the players with FIDE ELO 2200 and more or 2100 an more for U18, Open B for the players with FIDE ELO 2300 and less, the Veterans' Tournament for 60 years old players and older, the rapid play tournament and the VIP tournament.

5. The tournaments are played by FIDE Rules of Chess, 9 rounds, Swiss system.

6. The opening ceremony is taking place in the playing hall at 7.30 p.m. on 2 July 2002. Before the start of the tournaments this tournament regulations will be announced. A player agrees with tournament rules by his participation in the tournament.

7. The late players have exceptionally chance to participate in the tournament if they announce their arrival to the organiser. They will be inserted into the tournament table at the round they start.

8. The playing time is 90 minutes per game+30 seconds per move. For the rapid and VIP tournaments: 10 min + 10 sec.

5^th round 6 July Saturday 6 p.m. - 10 p.m.

6^th round 7 July Sunday 6 p.m. - 10 p.m.

7^th round 8 July Monday 6 p.m. - 10 p.m.

8^th round 9 July Tuesday 6 p.m. - 10 p.m.

9^th round 10 July Wednesday 10 a.m. - 2 p.m.

The Rapid tournament will be played on 6 July at 10 a.m., the VIP tournament will be played on 7 July 2002 at 10 a.m.

9. Both formularies with game notation must be given to the arbiter by the winning player or in case of draw by the player with white pieces.

10. A game can not be postponed. The player absent from the game without an announcement to chief arbiter one day before will be resigned.

11. Prizes (include 25% tax):

Open A: EUR (2.500, 1.900, 1.400, 1000, 800, 600, 500, 2x400, 3x300, 4x200, 4x150, 5x100), women, U18: 300/200/100, rating groups 2299, 2300-2399, 2400-2499: 200, 150, 100)

Open B: EUR (600, 500, 400, 2x300, 2x250, 3x200, 4x150, 6x100), women, U18: 150/100/50, rating groups 1599, 1600-1699, 1700-1799, 1800-1899, 1900-1999, 2000-2099: 100, 50). In each prize group must be at least 12 players.

Veterans' tournament: 300, 200, 100, practical prizes.

VIP tournament: practical prizes

Rapid tournament: 300/200/2x150/3x100/4x50/5x30, U18, women: 50/30, seniors, rating groups <1800, 1800-1999, 2000-2199, 2200-2399: 30

In case of the same score, the prizes are shared 50% regarding score and 50% regarding MBUCH (median Buchholz). The player gets only the higher prize. The lowest prizes are not divided.

Organiser has the right to lower the prize funds if less than 200 players participate in the tournaments (A, B, seniors)

The winner of the tournament is player with the best score. In case of the same score additional criterions take effect:

- MBuch (medium Buchholz)

- Buchholz

- results among players in group

12. Smoking in the playing hall is not allowed.

13. The closing ceremony will be on 10 July 2002 at 4 p.m.

14. Chief arbiter of the Chess Festival is Mr. Ales Drinovec, international arbiter, Mr. Franc Poglajen (deputy), Ms. Ana Grobelsek, arbiter, Pavel Petek, arbiter.

15. Members of the appeals committee are: Chairman: Mr. Vojin Perovic, arbiter FIDE, members: ______________, __________________, _________________, ____________________.

16. A written appeal with a charge of 50 EUR is acceptable till 1 hour after the arbiters decision. If the appeal is resolved in player’s favour then the charge is returned and the arbiters decision overruled. Decision of appeals committee is final.

17. Every player allows publication of the games in bulletins, books, magazines and electronic media.

18. Every player accepts this rules by participation in the tournament.

19.Cellar phones in the tournament hall are not allowed. The player will be penalised by deduction of 10 min on his clock.
